A major manufacturing facility, the largest source of VOC emissions in the state, required a rapid plant expansion to meet increased production demands. Plans included new coaters and drying ovens with emission controls such as carbon absorption (99% efficiency) and catalytic incineration. A phased permitting approach was used to meet immediate and long-term production demands. ERA navigated complex permitting issues with state regulators such as Bubble Permit, Emission Credits and Non-attainment Review. Air modeling established ground level concentrations of solvents and odor from a catalytic oxidizer. Multiple permits over the years included a Bubble Permit, major source permit, and an Air Operating Permit.
